Mzolisi Diliza - Group Chief Executive Officer
Mzolisi Diliza is the Founder and current Group CEO of Strategic Partners Group (Pty) Ltd ("SPG") – a broadbased black economic empowerment partner in the Bombela Concession Company ("BCC"). BCC is responsible for the design, construction, commissioning, operation and maintenance of the Gautrain Rapid Rail Link Project.
He is the former Chief Executive of the Chamber of Mines of South Africa, a position he has occupied since 1998 when he became the first black person to occupy such a position after more than 100 years until his retirement in December 2010. As a pre-eminent member of the South African business community, he is a member of the Institute of Directors, former Vice Chairman of Business South Africa ("BSA"). BSA is a business formation that together with the Black Business Council formed the current Business Unit South Africa ("BUSA").
He was a Commissioner of the BEE Commission which was established to develop a clear and coherent vision and strategy for Black Economic Empowerment in South Africa. In addition, he is the immediate past Chairman of the International Chambers of Commerce South Africa (ICCSA), a former Director of Uthingo Lotteries and Gold Reef Casino Resorts Limited and former Executive Member of the Mining Industries Association of Southern Africa ("MIASA") and the London based International Council on Mining and Metals ("ICMM").
Mzolisi is accredited for setting up the Black Management Forum Investment Company Limited (BMFI) and being its founding Chairman, a position he held for more than 10 years. He is currently engaged in a range of activities that place him at the front-end of major industrial and commercial initiatives and has participated in and led numerous Black Economic Empowerment initiatives such as the Gold Reef Casino Resorts, Growthpoint Properties and Aurecon transactions.
He is also a director of Bombela Operating Company, Bombela Maintenance Company and the Chairman of Mega Express. Mzolisi matriculated from Jongilizwe College for the Sons of Chiefs in Tsolo and obtained Bachelor of Commerce and Bachelor of Business and Bachelor of Administration (Honours) degrees from the Universities of Rhodes and Stellenbosch respectively
David Moshapalo - Group Chief Operations Officer
David Moshapalo is the Group Chief Operations Officer of Strategic Partners Group (Pty) Ltd, the BEE Partner of the Bombela Consortium for the Gautrain Project, and the past Chairman of Isithimela Rail Services (Pty) Ltd (Gautrain).
In 1988 he was one of the founding members of Fabcos (Foundation for African Business and Consumer Service It was during his tenure at Fabcos when his role as a Black Economic Empowerment activist became visible. As the leader of the Southern African Taverners Association (SATA), he helped to formulate the special liquor licence for taverners and shebeens in South Africa.
His previous positions include serving as advisor to various government departments on behalf of Black business and participated in the various Government Task Teams that resulted in the Small Business Enabling Act which brought about Government agencies NSBC (National Small Business Council) Ntsika and Khula. As a member of the Executive Committee of Business South Africa (BSA), he facilitated the Black Management Forum’s (BMF) participation in Nedlac for the Employment Equity Act debates. He founded the first Black Business Council (BCC) and under his leadership the BBBEE Commission did its work, chaired by Cyril Ramaphosa, the current President of South Africa.

Nadine Goldblatt – Group Finance Director
Nadine qualified as a CA (SA) in 2003 and is a member of the South African Institute of Chartered Accountants. She obtained her Bachelor of Accounting Science Degree, Honours Bachelor of Accounting Science Degree and Post Graduate Certificate in Advanced Taxation from UNISA. She has in addition a variety of other financial, audit and tax related certificates.
After completing her degrees, Nadine completed academic articles through lecturing at Boston City Campus as well as part-time lecturing which she still continues to do. She completed her Trainee Accounting Articles at PWC. She was then taken on by PWC full time from January 2003 as an Assistant Audit Manager for a year and thereafter was head hunted as Audit Manager to PFK from 2004 to 2006 to assist with Capital Gains Tax Valuations and in their Audit department.
In February 2006, with her strong audit background and CA(SA) qualification, she obtained an opportunity at MediKredit Integrated Healthcare Solutions (Pty) Ltd as their Commercial Manager where she managed their Financial Control Department, Account Management Department, Quality Control Department and Value Audit Department, investigating fraud claims and ensuring the quality of healthcare claims being processed and paid. She then got promoted to the role of Financial Manager, running the Finance Department until January 2015.
In February 2015 she joined the SPG Group as the Finance Director and is also a member of SPG Executive Committee.
Fezile Williams – Group Human Resources Director
Fezile is SPG’s Group Human Resources Director. He has extensive experience in the Human Resources field in such diverse industries as, manufacturing, mining and non Governmental sector at senior level in blue chip South African companies, such as Everite, De Beers Consolidated Mines, Mercedes Benz of South Africa and the Independent Development Trust. He served as director of Black Management Forum in 1994 and 1995. He is the founder member and non-executive Chairman of Hugro Consulting, a management consultancy firm.
He sits in the board and Human Resources and Remco sub-committee of Bombela Maintenance Company, Bombela Concession Company and in the board Human Resources and Remco sub-committee of Bombela Operating Company. He has an IPM National Diploma in Human Resources Management and Industrial Relations Development Program certificate from the University of Stellenbosch – business school.

Luyanda is the Managing Director of Black Management Forum Investments, an investment holding company with equity investments in listed and unlisted companies.
He is an investment professional with over 20 years of financial services experience in Banking and Investment Management industries where he held senior and executive roles. Luyanda is a co-founder of Argon Asset Management (Argon), an independent black-owned asset management firm that has been in existence for 18 years. In his executive role at the firm, he was responsible for and executed the company strategy that grew the firm from a zero-client base to now more than R25 billion of client assets under management, with a staff complement of 36 people. Before joining the investment management industry, he was an accountant with one of the leading commercial lending banks in the country.
Christine Qunta – SPG Non-Executive Director
Legal Career
Christine Qunta has been an attorney and legal consultant for approximately 33 years. She obtained her B.A LLB in 1981 at the University of New South Wales in Sydney Australia. She has practised as an attorney in Australia and worked as legal advisor in Botswana and Zimbabwe respectively. She was an activist in the Black Consciousness Movement during the 1970s and spent 17 years in exile from 1995 returning in 1993 and worked as a legal advisor at financial services company Sanlam. In 1995 she founded a law firm Qunta Inc which specialised in corporate law.
Her area of legal expertise includes advising on and drafting complex agreements in corporate transactions; due diligence investigations; corporate governance in both private and public entities especially with regard to compliance with provisions of the Companies Act and the Public Finance Management Act; and advising on B-BBEE policy and legislation as well as reviewing and advising on compliance and implementation of such policies.
She practiced until 2008 when she retired from private legal practice. In 2012 she founded and became CEO of integrated professional services company, Pholosang BEE Resolution Services (Pty) Ltd which renders a range of professional consultancy services including legal, corporate governance with a focus on BEE consulting and advisory services. She was lead consultant and responsible for the drafting of the Defence Industry BEE Sector Code which Sector Code was gazetted in 2018.
She served on the Cape Law Society from 1995 to 1997 and was the chairperson of the Black Lawyers Association in the Western Cape from 1995 to 1996. She was appointed by the Minister of Justice and Constitutional Development to the newly inaugurated Legal Practice Council, which is responsible for regulating the legal profession in 2018 and served as chair of its transformation committee until the end of its first term in October 2021.
Activities in building democracy in South Africa
She has been an integral part of the transition from apartheid to democracy from 1994 through her participation in critical public sector institutional transformation. In the public sector she has served among others as deputy chairperson of the public broadcaster the South African Broadcasting Corporation (SABC) from 2004 to 2009. She was the first member of the Competition Board appointed by the democratic government in 1996. When the new Competition Act was promulgated in 1998, she served on the inaugural Competition Tribunal.
Her writing
Christine Qunta is also an author and poet. Her first poems were published in an anthology by Black poet James Mathews in 1974 titled Black Voices Shout which was banned by the apartheid government shortly after publication. During her years in exile, she published two poetry collections Hoyi Na! Azania: Poems of an African Struggle in 1979 and Heroes & Other Treasures: A Collection of Poems in 1990. She felt it important to let African women speak in their own voices and in 1987 edited and contributed to the book Women in Southern Africa on the legal and socio- political status of women in the region. It was published in South Africa and the UK. After returning to South Africa she published Who’s Afraid Of Affirmative Action: A Survival Guide For Black Professionals in 1995. In 2016 she published a book of essays titled Why We Are Not a Nation. One essay deals with her experiences as a Black female attorney.
